Construction Begins on Audrey L. Carey Homeownership Program

The revitalization of Liberty Street took a significant step forward today with the construction kickoff for Phase One of the Newburgh Community Action Committee, Inc. (NCAC, Inc.) Audrey L. Carey Homeownership Program. At today’s press conference, City, County and State officials celebrated the project’s official launch by taking a crowbar to the boarded up entrance of 260 Liberty Street.

During Phase I of construction, NCAC, Inc. will restore 254, 260, and 290 Liberty Street. Phase II will include rehabilitation of six properties on Lander and Chambers Street. The properties, all two-family homes, are geared toward first-time homebuyers who will be owner-occupants.

Rudy LaMarr, Executive Director of NCAC, Inc. said, “The Audrey L. Carey Homeownership Program is an effort to provide a wider inventory of affordable housing to first-time home buyers in the city of Newburgh. The program combines gut rehabilitation of inner city houses with housing seminars for eligible participants to create affordable, safe housing for first-time home buyers. This is part of the community sustainability efforts of NCAC, Inc. The first step was the Audrey L. Carey Park. This is step two, and step three consists of The Child Development Center and the Eco Industrial Park, where NCAC, Inc will participate in the remediation and redevelopment of a former Brownfield site. This will create employment providing sustainable livable wages.

Imam Salahuddin Muhammad, Chairman of NCAC, Inc. added, “In addition to providing home-ownership opportunities, there is an employment component, which consist of the contracting company, Bridgepointe Development, hiring eligible workers that are NCAC
Wage Subsidy participants.”

City Manager Jean-Ann McGrane commented, “Homeownership is key to the renaissance of the City of Newburgh. We are fortunate to work with many public-private partners, including NCAC, who recognize this, and the importance of creating a continuum of housing, from affordable to market rate. When current residents become homeowners, and take pride in their properties, they create a lasting change and the positive energy that not only makes the City a better place to live, but attracts others here as well."

This construction project is made possible through New York State Division of Housing and Community Renewal, New York State Affordable Housing Corporation, New York State Department of State Division of Community Services, Orange County Office of Community Development, Newburgh City Office of Community Development, The Community Preservation Corporation, Community Capital Resources, and New York State Office of Temporary and Disability Assistance.
